Electric power utilities had been traditionally selling power to their customers at a composite rate inclusive of Generation, Transmission and Distribution. Even today the ultimate customer is billed at a composite rate. However, the need for a separate Generation and Transmission charges arose in the context of inter-utility power transfer after the formation of Joint Sector Power Projects such as BBMB and others. However, in such cases Transmission Charges were often bundled up with Generation and thus were chargeable to the beneficiaries in proportion to energy drawl. Moreover, these charges constituted a very small percentage of the total energy billing and therefore much attention was not paid.
