Global Management and Software Confederations

Many human organizations like global worldwide enterprises, state administration systems, heath service systems, and many others have often the structure of a network of autonomous subunits. The structure of the information systems of such organizations should reflect this fact. They should be peer-to-peer networks of autonomous components. The components are often autonomous applications, information systems inclusive. We call such software systems software confederations (SWC). SW confederations have many SW engineering advantages and substantially simplify the executive management of global organizations as well as the management of their information systems. It, however, require specific tool and attitudes. Some typical cases (e.g. message format agreements, the decisions if buy/ purchase a component, etc.) are discussed. The SWC supports modern decentralized structure of enterprises.
