IMO has of course been pursuing the improvement in Bulk Carrier safety for a long time. However, it was primarily the rising numbers of bulk carriers being lost at sea - often with the loss of the entire crew - during the early 1990s that prompted the International Maritime Organization (IMO) to recognize the urgent need to improve further the safety standards of ships carrying solid bulk cargoes in all aspects of their design, construction, equipment and operation. Subsequently, the sixty-forth session of the Maritime Safety Committee (MSC 64), in December 1994, agreed that the problem needed to be tackled in a more comprehensive manner and started work in earnest to enhance the safety of these vessels.
