Protocols and methods for evaluating the performance of stormwater source controls

Logic suggests that source controls, (defined in this paper as any practice that prevents the introduction of pollutants into stormwater runoff), can, in many cases, achieve significant improvements in water quality and the more cost-effective than downstream treatment of runoff. For example, the detection and elimination of illicit connections to a storm drainage system would be expected to result in reduced pollutant discharges and would likely be significantly more effective and less costly than downstream treatment.
