In this paper, we review and summarize the history and the recent development on anti-Stokes fluorescent cooling. In the meantime, we analyze emphatically the thermodynamic confine, energy conversion principal and thermodynamic theory in luminescence process. The cryocooler based on anti-Stokes fluorescent cooling principal will have the advantages of small volume, light weight, free of electromagnet radiation, non-vibration, non-noise, long life and etc because of the dynamic source derives from light energy. In the future, all-solid-state optical cryocooler will be in place of some traditional mechanical cryocoolers in some special environments and this would enable widespread deployment of cryogenic electronics and detectors in space and elsewhere.
