Cost versus quality driven HRSG design

For many years prices of HRSG's have been under constant pressure. Competition between boiler manufacturers the world over is still very competitive. Looking back over the last 15 years, shows a contradiction, between international economical parameters and the relationship with the price of HRSG's. i.e. Inflation increase of almost 40%; Salary cost increases by about 200%; Increase in the cost of steel prices over the last 5 years by about 60%. However, the world wide selling market prices of HRSG's have decreased by about 20-30%! Nevertheless, HRSG's are still reliable, and still meet the necessary Code and quality requirements. Please note however that you cannot buy a better HRSG today, than you could 15 years ago. This is in contradiction with (for example) cars. You can buy better cars nowadays than they were 15 years ago, but prices of the cars are not lower than they were 15 years ago, instead they have increased by about 60%. The conclusion might be: "You will get what you paid for". This paper will explain the problems boilermakers are facing these days. As noted, prices remain under constant pressure due to the heavy competition. This means that discussion must take place on how to combine these low prices with more stringent demands.
