Progress in climate science and its role in greenhouse policy

In 1999, it is difficult to comprehend just how much change has been associated with the issue of the so-called "enhanced greenhouse effect" since the scientific community first suggested that it is an issue for all of the community to consider (Villach, 1985). On the scientific side, a mechanism has been established by which periodic assessments of the state of the science are made by a panel called the Intergovernmental Panel on Climate Change (IPCC) comprising several thousand around the world. This Panel has already delivered two assessments (IPCC, 1990, 1996).
