Selection of tunnel portal location is the core of the portal engineering. Today, in many cases, people emphasize the importance of economic cost when situating the portal location, and often neglect the effect on environment. In this paper, authors present a new analysis system which is exploited on the basis of some related geology, topography, earth and rock, hydrology informations and the principles of those theories that include Fuzzy Judge, Matrix Analysis and Discrete multiple objective Decision-making. The system would possess powerful analysis function. it can achieve environment effect analysis and location optimization of protal. The system can simulate the really three-dimensional topography by establishing Geology model, and can take account of those aspects comprehensively, such as the excavation stability of the front wall and side slopes at every trial-location, portal environment effect and other project interactive with the portal, and the comparison of open excavation cost per meter with the cost of one meter tunnel. In this paper, authors apply the system to solve one practical example, the result is satisfactory, and the recommended optimum portal location is consistent with all the objective informations of the portal.
