Network operators and manufacturers are continually striving to improve the quality of service provided by networks. Mobile networks also have the additional problems of time and connection variant performance. In order to establish and improve the quality of service being offered to customers a mechanism is required to reliably and accurately determine the performance of the network. This paper briefly reviews the present mechanisms and describes a new mechanism based on metrics of error burst power spectral density.
