For cross-border place-making, developing trustable infrastructures is needed. Intentional or unintentional electromagnetic interferences, blind spots, unmanned aerial vehicles, and failures of sensors are considered in security-information networking prototypes to provide universal-design environments, to well utilize land and ocean resources, and to respond probable climate changes. Infrastructures, including dedicated short range communications (DSRC), probes floating along the seashore, are considered to create integrated profits of fishery, agriculture, leisure sports, tourism, and speedy freight starting from the Hsinchu Nanliao port - the start point of the shortest multi-modal transportation path across the Taiwan Strait, and an element of Taiwan aerotropolis. By proactively secured facilities including advanced ferries, ecological, economical industries' developments can be expected if the perspectives are strategically, resiliently constructed.
