Wireless network virtualisation is a promising technology for future mobile communications, providing efficient and convergent mechanisms of resource management for emerging heterogeneous wireless networks. This paper proposes a model of virtual radio resource management in wireless heterogeneous networks, which can address the data rate requirements of different service classes provided by a virtual network operator, while implementing an efficient algorithm for fairness to satisfy all users based on their service priorities. The model is further extended to deal with the high traffic load, resulting from situations when there is not enough capacity to serve all users. A practical scenario is implemented to evaluate model performance, and results show that the maximum utilisation of the available capacity is achieved independent of the traffic load, while service level agreements are satisfied. Moreover, when possible, the proposed algorithm can keep a level of fairness among users from different service classes according to the predefined serving weights. Numerical results confirm that almost always 100% of the aggregated capacity is used.
