摘要

The global war-fighting reality of the 21st century necessitates taking unorthodox approaches in the integration of systems safety, security and facilities in respect to engineering, programmatic and political activities for the integration of Nuclear and Conventional weapon systems, and/or facilities. As it appears, this new reality possesses not only multi-dimensional complexity, but it portrays a multidimensional hodgepodge - a new kind of ‘energy-depleting’ challenge for system safety engineers. This paper will attempt to identify the challenges most US Government safety engineers face to overcome the engineering, programmatic, and political impediments to system safety of this not-so-well-defined hodgepodge. Furthermore, this paper intends to provide a few practical recommendations in resolving or, in some cases, “dissolving” these impediments in support of our new war-fighting requirements.
