In the 2006 timeframe, Nuclear Energy Institute (NEI) formed a Digital Working Group (WG) composed of utility members, vendors, Electric Power Research Institute (EPRI), Institute of Nuclear Power (INPO), and industry consultants. The purpose of the group was to address the licensing uncertainties associated with digital upgrades and new plant designs. The NEI WG worked to identify and document the areas that were the high risk areas creating these licensing uncertainties From these areas and NEI interactions with the Nuclear Regulatory Commission (NRC) commissioners, these areas became the start of what we know today as the Digital I&C Interim Staff Guidance (ISG). This paper provides an inside perspective from a NEI utility representative for the development of ISG #4 and those involved in its development. The paper will also discuss the follow on activities to integrate it into a consensus standard, Institute of Electronic and Electrical Engineers (IEEE) 7-4.3.2. Finally, this paper will discuss how TVA is integrating it into their in-house digital design processes.
