This paper presents a decision support system for scheduling shipboard maintenance in a Condition Based Maintenance (CBM) enabled environment. The proposed tool assists maintenance managers by identifying the optimal schedule for required preventative maintenance, approved corrective maintenance, and CBM maintenance while considering the constraints of labor, part availability, mission plans. The solution algorithm identifies the maintenance schedule that results in the highest operational availability for the lowest cost. Impact Technologies, LLC is currently under a Small Business Innovative Research (SBIR) Phase Two contract with NAVSEA to develop an integrated CBM-enabled scheduling tool. The objective of the program is to provide shipboard maintenance personnel with the tools they need to make complex maintenance scheduling decisions with an ever increasing amount of information. The Navy is tasked with decreasing maintenance compliment onboard ships and lowering maintenance costs while maintaining or improving operational availability. CBM technologies that monitor and report equipment health are a major enabling technology for this capability. However, decision support reasoning tools are needed to further refine the CBM information into actionable knowledge. A method to perform maintenance reasoning based on CBM information was proposed by Valentine, et al. This method constructed a risk model based on equipment prognostic failure distributions and consequence of failure to determine the operational risk at any point in time. The decision to perform maintenance for a known cost was contrasted against the operation risk, which was also modeled as a cost. The optimal time to perform maintenance was selected using a mixed integer linear programming (MILP) algorithm. This paper expands on the concepts developed in that original vision and details implementation considerations for current and future Navy applications.
