Development of the ASCE/EWRI Draft Guidelines on Management Practices for Control of Erosion and Sediment

The Management Practice for Control of Erosion and Sediment Standards Committee for the Environmental and Water Resources Institute (EWRI) of the American Society of Civil Engineers (ASCE) is developing standard guidelines for erosion and sediment control activities. The group has completed draft Guidelines on Management Practices for Erosion and Sediment Control document that includes an appendix on regulatory tools. The successful implementation of an erosion and sediment control program is a multifaceted undertaking that includes a mix of administrative, legal and technical issues. The proposed standard guidelines are for personnel involved in the implementation of erosion and sediment control programs. This includes land development and construction, engineering and environmental services, regulatory including plan reviewers, field inspectors, and administrative personnel. The draft guidelines are organized into nine sections that address the following topics: The importance of clean water (background) Regulations and permitting Erosion and sediment processes and site planning concepts Erosion and sediment control practices and standards The erosion and sediment control plan Erosion and sediment control guidance for specific development types Construction inspection and maintenance Enforcement procedures A model ordinance is included as an appendix to the draft guidelines. The model ordinance can easily be tailored and adopted by governing entities to aid communities and regions in achieving their water quality goals and the designated uses of local water bodies. The model ordinance was taken largely from U.S. Environmental Protection Agency model ordinance, but also includes additional sections and commentary, consistent with the contents of the draft guidelines, that will assist governing entities in implementing a successful erosion and sediment control program. For example, the model ordinance includes language for a training and certificate program with a reference to the Certified Professional in Erosion and Sediment Control (CPESC) program.
