As in all audio workflows, the better the recording is in the first place, the better the result. Covert recordings imply many difficulties in the acquisition process, so care should be taken to use high quality equipment and to record in a high quality file format and resolution. In my view, 48K wav files are ideal. There are important legalities that the Forensic Audio worker must be familiar with that include chain of custody and records of enhancement settings and processes. Enhancement of the audio evidence uses many tools, but none that can substantially alter the meaning or sense of the recording. Careful analysis of the evidence can point the way to logical steps in the enhancement process. The audio itself will more or less dictate what process are indicated, and sometimes trial and error lead to the best combination of audio processes to improve the intelligibility of the evidence.
