Prescriptive Code Requirements for Repairs to Existing Structures

Special requirements are contained with two of the most commonly adopted model building codes, the 1997 Uniform Building Code (UBC) and the 2003 International Building Code (IBC), that are related to repairs to existing structures. These building codes contain provisions for existing structures that require additions, alterations and repairs to conform to the Code requirements for new construction. Additionally, each model building code states that continued use of existing structural elements is allowed as long as such use is not dangerous to life. Unfortunately, the model building codes do not contain a quantitative definition of “dangerous”, which has led to differing views regarding the extent of repairs necessary in damaged structures. However, “dangerous” is quantitatively defined in publications that are referenced by the UBC and IBC; specifically, the 1997 Uniform Code for the Abatement of Dangerous Buildings (UCADB) and the 2003 International Existing Building Code (IEBC). Case studies contained in this paper compare repair recommendations of structures that are considered “dangerous” by these referenced publications and those that are not. Unfortunately, in each case, confusion regarding the extent of repairs was found because the provisions of the UCADB and IEBC were not addressed.
