The additionality of PROINFA - Brazilian Renewable Energy Incentive Program: Bow a national policy that promotes the diffusion of renewable energy can benefit from the Clean Development Mechanism - CDM

PROINF A -^sRenewable Energy Incentive Program was established in Brazil to increase the share of the renewable alternative sources in the energy mix and foster the regional development. From 2006 on, 144 projects under the PROINFA are expected to deliver around 3.300 MW to the national energy mix, based on the sources wind, biomass and small hydropower plants. Though the first concerns were those related to increase energy security, later the aims of the program. Were broadened due to the strengthening of its links to the objectives of the United Nations Framework Convention on Climate Change. The CDM Executive Board of the Kyoto Protocol has considered that PROINFA gives positive comparative advantages and has made the program additional and eligible to the mechanism. Early estimates present figures of about 2.8 million per year of certified emission reductions -^sCRRs - that could be generated by PROINFA project activities. In. this way, the paper aims to show the great advantages that PROINF A can obtain of the CERs from CDM projects, in order to benefit energy consumers that support the program.
