A COMMERCIAL APPROACH TO VOIP PEERING

Direct VoIP interconnection between an originating service provider and a terminating service provider will provide the highest level of functionality and the most economic routing for Voice over IP calls in the future. However, the public ENUM systems are mired in in-country privacy, security, commercial and technical issues, and so virtually all VoIP to VoIP calls are carried through the PSTN. This paper outlines an alternative approach that couples direct routing between VoIP service providers in any country with a commercial settlement process that provides financial incentives for the terminating service provider to provide an excellent quality of service to the incoming calls. This will allow all carriers - large and small - to gain from the cost savings and service improvements of VoIP while maintaining commercial arrangements that are necessary to ongoing profitability.
