We present the results for the development of HAPS (High Altitude Platform Stations) in ETRI, Korea. The items of research and development include the fields of the services, payloads, calculation of the communication capacity, and interference and sharing studies for HAPS. Concerning the field of the services, we derive the HAPS application services to analyze market and spill-over effects. For the development of HAPS payloads, we carry out BER (Bit error rate) measurement and video date transmission at the laboratory. BER is measured for the DBF (Digital Beamforming) multibeam receivers in Ka and S bands and they include the QPSK modem in the system. To prove the performance of the Ka multibeam receiver, we cany out test on the video date transmission at the laboratory. We also describe the adaptive algorithm for DBF multibeam system. The performance of the algorithm is proved by the simulator based on the OFDM (Orthogonal Frequency Division Multiplexing) -TDD. For estimating the HAPS communication capacity, we calculate the capacity of HAPS WCDMA according to the Eb/NO for the multiple platforms. Regarding interference and sharing studies, we develop the algorithms to solve the interference and sharing problems between HAPS in the fixed service and other systems such as terrestrial and satellite systems and contribute their results to ITU-R.
