ENERGY RATINGS FOR SITE-BUILT FENESTRATION PRODUCTS: SEATTLE'S EXPERIENCES WITH NFRC LABEL CERTIFICATES

National codes and standards (e.g. the ICC International Energy Conservation Code and ASHRAE/EESNA Standard 90.1) specify the National Fenestration Rating Council (NFRC) procedures. A requirement that fenestration product energy performance be certified in accordance with NFRC procedures was adopted into the Washington State Energy Code (WSEC) in 1993. This paper summarizes the City of Seattle experience enforcing the WSEC requirements for site-built fenestration products during the last five years. The paper reviews the WSEC requirements for NFRC ratings and notes default options for urlabeled products. The City of Seattle building permit process is discussed, including the use of NFRC ratings in the plan review phase and construction inspection phase. The paper cites U-factor and SHGC values for certified products and also provides a description of key features of the fenestration products.
