This paper deals with Japanese space policy in terms of security aspects. First, international law rules would be confirmed on the permissible limits of military uses of outer space. Then, Japanese space policy in this respect would be studied including the questions of how it was born, how it has been developed and if it would be preserved in the future irrespective of the changes of international security ramification as well as the development of space technology that enables commercial space giving the power of reconnaissance, global positioning, and information edge.
