The Norwegian National Rail Administration (Jernbaneverket, JBV) has conducted a study to optimise ultrasonic testing on their lines, performed to reveal latent failures such as cracks in the rail. In this paper we propose a non-homogeneous Markov model for determining the rail failure probability under periodic inspection, considering realistic issues of the failure process.
