Specifying the frequency of an initiator threatening the safety of a complex system where the available data is not directly relevant

A method based on the two-stage Bayesian procedure is presented. It specifies the sources of generic information for a number of populations regarding the relevance of their data to a given complex system. The method is demonstrated in a case study.
