This paper takes water resource optimization and management in Muyu reservoir, Shandong province, PRC as a example, discussing in detail the theory research and practice about three-dimension multi-objective optimization operation surface in such integrated utilization of Muyu reservoir as supplying water to Laiyang city, preventing flood, generating electricity and irrigating. During the integrated utilization of the reservoir, Markov' s single chain flexibility theory was adopted to treat runoff and then the relevant condition probability was got. When annual runoff information and relevant error were counted, a whole new definition, the effective rainfall, was introduced by us for the first time to compute and deduce out the probability matrix of state transition in which the balance of water volume would reach 100%. This method simplified so much computation in every day or every ten days. We constructed a mathematical model by making the water volume to be supplied as decision-making condition and making the pure profit reaching maximum as objective. By the aid of the dynamic programming algorithm, adopting the optimization iteration trial to satisfy the three assurances rates of water for living, industry and irrigation, a lot of large computer programs were developed to draw the three-dimension optimization operation surface graph for integrated utilization of reservoir home and abroad for the first time. During the practical application of this algorithm, its flexibility, pertinency and accuracy of the operation process were increased gradually. The success of its practice in Muyu reservoir proved that this method was reliable, profitable and universal. It has been applied in some large or middle reservoirs, for example, Andi reservoir, Bashan reservoir, Xueye reservoir and Huangqian reservoir etc., and all have obtained prospective result in supplying water to cities. Thus, this method was worthy of popularization in areas of North China short of water resource.
