This panel will examine environmental compliance and enforcement trends at federal facilities in the United States. Panelists are knowledgeable representatives from the U.S. Environmental Protection Agency, Washington State Attorney General's Office, NASA, and the U.S. Air Force who are participating to provide their perspective of their agencies activities. Federal agencies have held environmental compliance as a top priority since President Jimmy Carter signed Executive Order 12088, "Federal Compliance with Pollution Control Standards" 30 years ago. The Environmental Protection Agency believes that Federal agencies have an inherent obligation to comply with all Federal environmental statutes in the same manner and degree as all other regulated entities. Over the years, Federal agencies have made tremendous progress toward achieving high compliance rates. Although environmental compliance remains a top priority, some Federal agencies have experienced an increasing number of enforcement actions in recent years. This panel will address the nature of environmental compliance challenges at Federal facilities and what the regulatory and regulated communities are doing to ensure continued high rates of compliance.
