Over its 15-year tenure, NERC has consistently found that recycling market development efforts are strongest when there is multi-stakeholder cooperation. By bringing together effected parties and drawing on their expertise and recommendations, the Northeast region has been able to play a leadership role in national program development and strategic recycling market development planning. Through collaboration, stakeholders become partners rather than the adversarial role that the regulatory process can, at times, precipitate. Recycling markets, by their nature, are dependent on private enterprise and are benefited through the support and understanding of the public sector. As the NERC Used Electronics Recycling Market Development Policy Statement, the Northeast Newspaper Publishers Agreement, the Direct Marketing Association Corporate Environmental Stewardship Challenge, and the Environmental Impacts of Telephone Directories: The Yellow Page Publishers Association projects demonstrated, the strategy of engaging the public and private sectors in a common goal promotes good will, long-term relationships, and a strong recycling market economy in the Northeast.
