Proposed final emissions standards for waste combustors include a dramatic reduction in the limit on hydrochloric acid and free chlorine. While many incinerators already meet this tighter standard, many others do not. Additional unit operations to achieve that lower standard are available. The focus of the paper, though, is on process modifications to achieve the lower emissions without the addition of substantial new equipment. Combustion controls that minimize free chlorine formation are discussed. Scrubber improvements to maximize HCl removal, and even capture chlorine cost-effectively, are also discussed.
