A new concept of DIAL system using CW modulation was introduced. Fiber-based optical circuit using wavelength region of 1.6 micron is applicable for the system configuration. Application of this system to global CO_2 monitoring was studied. The required output power for the transmitter is a few tens of watts for the precision of 1ppm.
