Recently coded digital videos are increasing over the network as the multimedia industry develops, so systems that can efficiently compress many digital contents and quick access to the wanted contents from them is very much-demand. From the background above, the international standardization activities such as MPEG-4 for object oriented compression and MPEG-7 for multimedia content description have been carried out. Camerawork of the video shows the camera crew's intention to take the particular object that he or she wants to especially record, so we defined that the object region as the important part in the sequence. Possible and expected applications based on important region detection are: 1. Content-based indexing tools for efficient access to the wanted scenes in the video archives, which MPEG-7 targets; 2. Preprocessing techniques for scalable object-based coding with different priorities for each object, for the object-based efficient coding, which MPEG-4 provides.
