The processes of globalization and rapid development of information and communications technologies (ICT) are common concerns for all The future growth and development of countries will be determined by their own success and strength in knowledge and information brought about by knowledge-based economy (KBE). Challenges caused by processes of globalization and development of ICT will be heavily related to education and training systems (Vu, 2001). Progress in ICT will help people connect easily to each other thereby enchancing changes in knowledge, culture and society. Member countries need to make appropriate efforts in building programs of training and developing human resources to respond to these challenges. Vu (2001) stated during the Commission of International Education of UNESCO that the world is approaching "a learning society". His words herald a prescient notion that various forms of formal education, non-formal education and spontaneous education will be unified to achieve the goal of life-long learning and education. In other words, we must learn how to learn. Education helps individuals develop the skills of learning how to learn. The most important factor in achieving this is the teacher. More than ever before they are required to possess higher skills to face new challenges and societal demands. They must pioneer new knowledge, new content and methods of training, apply new technologies of education (especially ICT) into their teaching, and ensure that students make use of ICT competently.
