The complex scaling method has been studied as a very useful method to obtain many-body resonances, and we here show that not only resonant states but also rotated continuum states in the complex scaling method play an important role in analyses of the continuum structures. Using the extended completeness relation, it is shown that we can calculate strength functions of the Coulomb breakup reaction. This new formalism to calculate strength functions is applied to neutron halo nuclei ~(11)Be, ~6He and ~(11)Li and discuss structures of continuum states.
