Abatement Options and Costs of Reducing HFC, PFC and SF_6 Emissions in Finland

This paper presents the results of an analysis of abatement options and costs of Finnish HFC, PFC and SF_6 emissions. Two kinds of technical reduction options were considered in the analysis: 1) alternative gases and technologies and 2) leakage reduction (containment). The total emission reduction potential for HFCs, PFCs and SF_6 in Finland was estimated as 50% for the first Kyoto commitment period and 50 - 65% in 2020, compared with the estimated baseline emissions. Average abatement costs of leakage reduction, weighted by potential emission reductions, were estimated as 13 EUD/t CO_2-eq. during the first Kyoto commitment period and 10 EUD/t CO_2-eq. in 2020. Larger emission reductions could be achieved using alternative gases and technologies, but their applicability to different emission sources is clearly more limited and the costs are significantly higher.
