This paper demonstrates the feasibility of using atmospheric measurements of fluori-nated greenhouse gases (HFCs, PFCs and SF_6) for the review and verification of aggregated greenhouse gas emission inventories provided by national governments. To the extent that atmospheric measurements of these gases are available, they provided sufficiently accurate estimates of global annual emissions to reach the following conclusions: Within the limits of uncertainty it was observed that emissions of HFC-23, a by-product of HCFC-22 production, as obtained from atmospheric measurements did not decrease as fast, as the countries have reported. In contrast, SF_6 concentrations in the atmosphere suggest higher emissions than reported by countries. For HFC-134a, CF_4 and C_2F_6 reasonable agreement was found between reported and observed emission data.
