A large influence on current safety and health programs within general industry was the passage of the Occupational Safety and Health Act in 1970. It was this act that birthed the Occupational Safety and Health Administration, which currently regulates health and safety in the workplace. Whether it has been out of a duty to comply with the law or a deep-rooted desire to protect employees, workplaces across the country have struggled to reduce accident and injury rates. These attempts have resulted in great successes as well as insurmountable frustrations. A large number of companies in the United States, as well as other countries around the world, have experienced a great degree of legal compliance, yet property damage, injuries and employee fatalities continue to occur. This dynamic has brought to the surface an inherent "gap" between safety initiatives focused around legal compliance and our desire to see zero injuries in the workplace.
