摘要

The return of an aircraft to service, following the occurrence of a serious accident, involves a complex set of considerations and concerns. It is clear that the current process used for this important activity lacks a cohesive theme which is centered, at its core, on the safety of the traveling public. With the application of common sense and a spirit of cooperation among all of the interested parties, an improved process can be put in place which fairly distributes the risks and rewards among all the participants while, at the same time, assuring that safe and sound air transportation is provided to the users of these aircraft.
