The accuracy of absolute measurements of the solar total irradiance outside the earth's atmosphere as a basis of solar-terrestrial relationship monitoring is discussed. A new approach for the absolute measurement of the solar constant with accuracy of 0.1% is offered. A photo-thermal radiometer, using a new method of optical calibration with help of high quality semiconductor photodiodes with p-n-junction is developed. The main components of absolute errors in the cryogenic radiometer and in the photo-thermal radiometer are analyzed. The high equivalence of transformation in the photodiode is based on a resistor of electrical substitution, which actually presents itself in the plane of p-n junction. The use in one optical scheme of two independent but essentially different calibration methods will raise considerably the reliability of measurement results and thus contribute in various ways to the progress of science and engineering.
