International Space Station (ISS) payload operations are a multi-national effort dedicated to science, research, and commercial applications. The NASA Marshall Space Flight Center (MSFC) performs the payload operations integration functions for NASA Partner payloads as well as station-wide across all Partners. The station-wide functions of the Payload Operations Integration Center (POIC) encompass all Partners, payloads, and elements across the ISS. These functions include ensuring payload safety, developing integrated payload operations plans, monitoring payload operations and configurations, and assuring non-interference across elements. The POIC also performs payload operations integration for NASA payloads and within the NASA element. These functions include coordinationg both nominal and off-nominal payload operations, processing change requests, and managing the ISS command link. The POIC is defined to perform the NASA and station-wide payload operations integration functions. This paper describes the methodology used to develop the POIC teams, and the subsequent evolution of the teams, positions, and functions.
