Fresh perspectives on site closure guidelines for cost effective remediation

As more sites moven from investigation to active remediation, there is a significantly increased cost burden for long-term operation (LTO) and long-term monitoring (LTM) programs. While there is aboundant guidance for performing site investigation through remedial construction activities, there currently is little gujidance focused on the goal of iste closure. Hill Air Force Base (AFB) developed the Performance Standard and Verification Plan (PSVP) as systematic planning and process improvement tool to guide LTO/LTM toward site closure. The PSVP will minimize toal life cycle costs by defining the remedial process and the specific steps that will lead to the most rapid s ite closure consisten with safety, regulatory requirements, and positive public relations. Sections within the PSVP provide guidance for a wide audience including program managers involved in scope and schedule development technical personnel involved with datqa collection, evaluation, and presentation; field personnel involved with task execution; the public; and regulatory agencies.
