cdma2000 is a U.S. proposal for third generation cellular systems submitted to the International Telecommunications Union (ITU). This proposal is based on a smooth migration from IS-95 legacy systems and provides extensions to the existing IS-95based data services that satisfy the IMT-2000 requirements for third generation systems. In this paper, we will describe a methodology for evaluating the performance of this proposal. Specifically, simulation methods are described for computing thespectral efficiency (capacity) of cdma2000 for voice, circuit and packet data services in a 5 MHz carrier. Voice data is serviced at 9.6kbps peak rate and assumes 50% activity. Circuit data is serviced at higher data rates and assumes 100% activity. Twotypes of packet data services are evaluated - fixed and variable rate. In a fixed rate service all mobiles in the service area can support only one data rate. For variable rate services, the mobiles can support a range of rates from a specified maximumvalue down to a specified minimum.
