Tactics simulation system plays a more and more significant role in modern war, and the system simulation technique combined with artificial intelligence has become the frontier in such a research field. The system discussed here has a practical background, that is, how to react for the armada when attacked by the missiles in the naval battle. As the first part of this system, applying the Object-Oriented emulation technique and combining the point to point communicationprotocols in the local area network, we contrive a basic parallel simulate software for organizing and simulating the naval situation. In the second part, the system can optimize the tactics according to a sort of situations by using genetic algorithm, and the optimal tactics are organized in a data set. At last, the data set is used to train an artificial neural network (Ex. A multi-layer perceptron) which will be employed as a decision support system in the late. This system work well on researching naval tactics. What is more the technique employed in the system is also promising in the other field.
