This paper will address key issues in scenario selection, including appropriateness for hazard versus risk analysis, emphasis on fire location versus initial severity, ability of the design fire to represent other types of fires in a scenario class, typical versus high-challenge fires, determining when a fire scenario is too severe to expect a building to withstand its effects, and determining when a fire scenario is not severe enough to assure that people will be protected in all situations thye expect to be protected in. The emphasis is on general principles and key issues rather than on technical details and specific recommended procedures.
