In November 1997, a general cargo carrier discharged approximately 4,450 gallons of an intermediate fuel oil into Humboldt Bay, California. Humbldt Bay contains exensive shellfish mariculature operations that were closed by the california Department of Health Services immediately following the spill. State and Federal ageneices in the United States offere no clear protocol for closing or opening a fishery in the event of an oil spill. Critieria development to rescind the fishery closure must address the risk to public health, while other issues such as the risk to market confidence and the fishery itself must be considered.
