When the Russian tanker Nakhodka broke apart in the Sea of Japan in early 1997, it caused large-scale oil pollution along the coastline of Japan. It became clear from the experimence of those invlved in the containment and clean-up operation, that Japan does not have an adequate system in place to combat large oil spils. Such a system obviously needs to be developed and should include countermeasures for dealing with oil spills in cold water.
