In an ATM network, congestion control is very important. Due to the unpredictable fluctuations and burstiness of traffic flow within the ATM networks, congestion can occur frequently. Therefore, it is necessary to design appropriate congestion control mechanisms to ensure the promised QoS is net. This paper studies the feedback flow control for ATM networks and the effect of the background traffic flow on the source. In this mechanism, we assume that the switch sends periodic feedback in a form of a single congestion indicator bit. this congetion indicator bit is used to choose between two rates for the excess traffic, high or low, possibly depending on the state of that source. It is obtained by detecting the queue length in the buffer with variable thresholds. In this paper, we study this kind of feedback flow control mdoel and discuss this feedback strategy of this mechanism when the thresholds are variable. `
