The purpose of this presentation is to explore the nature of the gap between the information 'haves' and the information 'have-nots'. First, is there a gap between the haves and have nots? Second, if there is a gap, is IT perhaps one of the causes of the widening gap? Finally, what is being doen by international institutions to try to reduce this gap?
