As we are marching into the 21~st century, a new Industrial Revolution --the Information Revolution appears because of the development of information technology worldwide. Now we are moving from the Industrial society to the IT (information technology) society, and the information economy plays an increasingly critical role in the national economy. As we all know, nowadays in the development of the economy, information is becoming the important strategic resource of a country and information infrastructure is becoming the important infrastructure. The developmenbt of information has already become a mark of nation modernization. The economy, finance, science and defense of a nation, and even people's working style and daily life are deeply influenced by National Information Infrastructure is a new challenge as we are marching into 21~st century. It is also an opportunity focus. It is a main task for us to quicken the construction of the National Information Infrastructure.
