Prepared discussion of: Installation and Start-Up of Outsourced DeltaFlow Systems at Tennessee Valley Authority's Sequoyah and Watts Bar Nuclear Facilities

The authors are to be congratulated for presenting a paper that is timely and of significant current interest to many high purity makeup water users. The paper describes a conversion from owner operated equipment to "service contract" or "outsourced" makeup water supply for two major power stations. There has certainly been a great deal of interest and discussion of such conversions and there certainly is an industry trend to outsource certain services. This paper tells of a conversion and demonstrates that such a conversion can have satisfactory technical results. While the paper indicates that the conversion was economically beneficial, it does not provide sufficient information to show that such a conversion would be generally economical.
