Sws-ConCol represents a new method of providing refuse collection services for the City of Charlotte - namely, enabling public employees to provide services under a "Public Contract" which has the same terms and conditions that would apply to a private sector service provider. In the era of privatization, it is possible that SWS-ConCol's proposal represents the best of both worlds - that is, public sector policies and control combined with private sector performance incentives and business practices.
