Information technology in public administration-strategic aspect

The term "strategy" was adopted from military terminology to other fields of human activity-especially to economy and politics. Strategic targets are those which have essential importance at a certain stage of a country's and commune's development. The main concern is about the aims that change existing conditions. Introducing IT to administration is such an activity. IT helps to overcome drawbacks for the development of self-government. The paper discusses the development strategy of IT usage in government and public administration.
